Alabama DOT has rules and regulations of the merit system, but there are too many loop holes in the system, that allows deceptive hiring practices. The buddy system is most often the rule. If you don't have pull, you are likely to be run over by the bosses best friends on their way to the top, while you must step aside and watch your career be black balled in the process. ( No this in not simply a disgruntled employee. This is fact.)
