Public Works Management has changed and has fostered a level incompetance not seen during before. Promotions of those who have no idea how to manage people is running rampant in most all divisions of Public Works and there seems to be no end in sight. The top level seems to know there managers can't handle conflict and condones this by continuing to allow it. The lower level employees are being given time off for such small items as giggling and nodding off during a seminar. One supervisor has devastated the inspection department by leaning on two employees so hard that one has resigned and the other has been transferred to another department. Now the person to be hired will come in as a Level 2 Inspector over the remaining employee, a Level 1 Inspector, who has been there almost 4 years. I am sure the Inspector 1 will now be required to train the new employee or suffer the same fate as the other 2. This lack of promotion ethic also runs throughout the department. People who are perfectly qualified for promotions are being required to apply fo jobs instead of being promoted.
